Solar Power Plant Project Report: DPR Inputs and Checklist

Prepare the evidence for a solar power plant DPR: AC/DC capacity, land, generation, offtake, grid connection, costs and funding, with a free input checklist.

Start by defining the solar project

A solar power plant project report should explain the proposed generation system, its site and delivery plan, how electricity will be used or sold, and how those assumptions translate into costs and cash flows. A credible report needs project-specific evidence behind each connection.

Record whether the proposal is ground-mounted or rooftop, grid-connected or another arrangement, and whether the commercial model involves sale to a buyer, captive consumption or another defined use. State both MW AC and MWp DC where applicable: the export/inverter capacity and module capacity are not interchangeable.

Track approvals as obtained, applied for or still to be initiated. Identify the relevant authority and due date for the specific state, site and commercial structure. A Karnataka utility reference in an earlier checklist is not a national requirement.

Connect the generation study to the revenue model

The report should make clear how the energy forecast was produced: weather/resource inputs, equipment assumptions, shading, temperature, electrical losses, availability and degradation treatment. Explain what is included in the energy figure and where it is measured.

Keep gross generation, net export, billed energy and collected revenue distinguishable. For example, a forecast at the inverter output should not silently become electricity delivered at a different settlement point. Use a consistent loss and charge treatment through the model.

For a sale project, document the buyer, tariff basis, term, payment arrangements and agreement status. For a consumption-led project, use relevant demand and billing records, then examine how the proposed generation aligns with consumption. Applicable charges, settlement rules and approvals need project-specific confirmation.

A useful consistency check

If the generation forecast changes, trace the effect into monthly revenue, operating cash and repayment coverage. If grid readiness moves, update the commissioning schedule and construction cash requirements as well. Changing one summary cell is not a revised DPR.

Preparing a 1 MW or 5 MW solar project report

Capacity alone does not determine a complete report. A 5 MW proposal is not automatically five copies of a 1 MW financial model. First clarify whether the stated capacity is AC or DC, then obtain the site and connection evidence for that design.

The checklist below works as an input-collection aid for either capacity. It is not a completed 1 MW or 5 MW solar power plant project report.

Review costs, funding and downside cases together

Reconcile land or lease costs, site development, plant equipment, civil and electrical works, evacuation, pre-operating expenses and other items within the agreed scope. Distinguish quoted prices from allowances, and show inclusions, exclusions, taxes and the estimate date.

Match the funding plan to the expenditure schedule. State how additional costs or delayed revenue would be funded instead of assuming that a contingency line or an uncommitted facility will cover every gap.

  • Lower energy delivery: show the effect on revenue and period-by-period debt coverage.
  • Delayed commissioning: move the revenue start date and examine the associated construction-period costs.
  • Higher capital or operating cost: identify the revised funding need and cash-flow effect.
  • Collection or settlement changes: examine working cash requirements using the relevant commercial terms.

Choose plausible scenarios with the technical and finance teams. These are review questions, not forecasts or recommended return thresholds.

Solar report questions

Can a generic solar report PDF be submitted for funding?

It can illustrate a structure, but the lender needs evidence about the actual project, promoter, site, technology, offtake, costs and proposed financing. Confirm its required scope and consultant appointment.

Can I use one per-MW cost for every site?

A benchmark can help screen an early idea. A DPR needs a project-specific estimate with dated quotations and clear scope, including infrastructure and costs outside the main EPC package.

Is the checklist a list of every statutory approval?

No. It helps collect information. The applicable permissions and current technical requirements depend on the location, configuration and commercial model; confirm them with the relevant authorities and specialists.
